                                     ASSIGNMENTS

 

Anti Terrorism Task Force last assignment in Phoenix, Arizona  This involved the investigation and interdiction of terrorist acts against individuals and companies in the United States.

 

Equal Employment (EEO) Counselor:

This 14 year long collateral duty involved negotiating settlements between Customs Management and Customs Employees who had made complaints regarding acts of discrimination.

 

Exodus Port Coordinator:

Operation Exodus involved the detection of illegal shipments of American Technology and Trade Secrets to the Soviet Bloc.  William J Loughrige participated with the early teams that formed and organized the Exodus Command Center, in Washington D. C.  The Command Center acts as a clearing house for enforcement actions as a result of illegal export activity.

 

Fraud/Trade Enforcement Team Coordinator: 

Responsible for the coordination of investigations and prosecutions of both civil and criminal violations of Customs regulations as part of a multi-discipline team within the Port Directors office of Phoenix, AZ.

 

Field Training Manager for the Customs Investigators in Arizona:

Trained as an instructor responsible for coordinating the training needs of the 140 Criminal Investigators assigned in Arizona for U S Customs.

 

Firearms Instructor:

This was a 27 yearlong collateral duty.  Responsible for the firearms training of the Agents in Phoenix, Arizona.  Developed and taught a curriculum for Officer Survival.  Instructor in the training of Warrant Entry Teams.

 

 

Investigation of Drug Smuggling Organizations:

Was the lead Case Agent involved in multi-defendant, multi-week trials resulting from investigations of large international drug smuggling organizations, specifically organizations using aircraft.

 

Foreign Assignments.

 

Operation Retread:

Involved investigations on U S Military bases in the Philippines, Korea and Japan concerning the illicit movement of U S Military surplus in the black market.  Assignment included work in Hong Kong and Italy.

 

Sanctions Assistance Mission (SAM):

Assigned to Skopje, Macedonia (MACSAM), as an investigator charged with determining the identity of companies selling and shipping goods to Serbia, a violation of United Nation Sanctions.

 

Assigned to Schroder, Albania (SAM ALBANIA) monitoring and reporting on large fuel shipments that were being smuggled across the Buena River and Lake Schroder from Albania to Montenegro in support of Serbia.

 

Cabinets Committee on International Narcotics Control (CCINC): 

Traveled to Amman, Jordan as part of a team instructing Jordanian Customs Officials in the interdiction of narcotics.
